Quality Manager

Position Summary:
Responsible for long term planning, setting departmental goals, hiring and firing departmental employees and managing the department’s budget. This role will work closely with the other Managers to provide direction, facilitate coordination and cooperation between departments and to ensure the cost effective delivery of a quality product on-time to the customer (internal and external). 
 
Essential Functions:

  • Establish, implement, and maintain PEM’s Quality Management System (QMS) in accordance with the ISO 9001 standard.
  • Ensure established processes are in place to ship quality products on-time, effectively and consistently, to PEM’s customers.
  • Responsible for continuous improvement activities aimed at correcting quality related issues and mitigating risk.
  • Provide resources required to maintain PEM’s QMS.
  • Ensure there are effective and accurate measurement processes in place to monitor the status of PEM’s QMS.
  • Directly correspond with customers regarding resolution of quality related issues. 
  • Responsible for all Internal Audit activities.
  • Responsible for monitoring and ensuring implementation of all formal corrective actions.
  • Ensure that the status of PEM’s QMS is reported to management on a regular basis.
  • Provide support and approve budgets for the Quality Department.
  • Schedule and conduct regular correspondence with department personnel.
  • Determine training requirements.
  • Ensure effective training is conducted with PEM personnel, to the extent necessary to meet PEM’s QMS objectives.
  • Provide support for the Quality Department's needs with management.
Job Tasks:
Annual:
  • Conduct annual QMS training with all employees.  Focus on areas that have been found to need training based on prior year’s internal and external audit findings.
  • Correspond with ISO 9001 certifying body (DNV) and auditor regarding all external audits for ISO 9001 certification.
  • Escort for DNV auditor during all external audits (i.e. periodic audits, re-certification audits).
  • Communicate all external audit reports with all management (including Department Supervisors) and Internal Auditors.
Quarterly:
  • Responsible for quarterly Management Review reports (utilizing ISO 9001 as guideline for minimum requirements) with PEM Leadership.
  • Schedule and conduct quarterly QMS Management Review meetings with PEM Leadership.
  • Maintain (or work with QA Specialist to maintain) output action items from each report/meeting within the Management Review action item spreadsheet, and regularly follow-up on each non-completed action item to ensure eventual completion (taking risk into consideration).
  • Oversee Internal Audit responsibilities:
  • Maintain and update the annual internal audit schedule, ensuring all key processes (therefore all sections of the ISO 9001 standard) are audited at least once per calendar year.
  • Coordinate upcoming internal audits with Internal Auditors.
  • Ensure all Internal Auditors have completed required internal audit training prior to conducting an internal audit as an auditor.
  • Schedule all internal audit activities (i.e. audit prep, audit, opening meeting, closing meeting, etc.).
  • Write and communicate all internal audit plans with PEM Leadership and Internal Auditors.
  • Take the role as lead auditor, facilitate, and/or assist in all internal audit activities.
  • Review and approve all internal audit findings prior to closing meeting.  Address any findings or non-conformances which may not have sufficient objective evidence or accurately reflect conflict with set requirements.
  • Communicate internal audit reports with management (including Department Supervisors) and Internal Auditors.
  • Maintain all internal audit records.
  • Maintain (or work with QA Specialist to maintain) Opportunities for Improvement from each audit and regularly follow-up on each non-completed action item to ensure eventual completion (taking risk into consideration).
Quality Management System (QMS) / ISO 9001 Leadership Responsibilities:
General Responsibilities:
  • Establish, implement, and maintain the Quality Management System (QMS) in accordance with the ISO 9001 standard.
  • Continuously ensure current processes within the QMS are compliant with ISO 9001 standard.
  • Ensure any change made to QMS documentation (i.e. Work Instructions, Forms, Standards, Top Level Procedures, and QMS Manual) doesn’t conflict with ISO 9001 or negatively affect the integrity of PEM’s QSM.
  • Take necessary training and/or read necessary standards & articles to stay aware of new and/or improved systems for quality management.  Consider and implement changes to QMS when needed in order to maintain continuous improvement of PEM’s QMS.
  • Stay continuously aware of company’s culture regarding established processes, quality awareness and support, and continuous improvement.  Take necessary actions to maintain positive support for QMS and steer negative cultural changes in a positive direction.
  • Ensures there are effective and accurate measurements processes in place to monitor the status of the Quality Management System.
  • Analyze data and monitor performance of the QMS on a continuous basis, then take appropriate actions to correct / improve findings.
  • Correspond with all certifying bodies (i.e. DNV, Lloyds, ABS, etc.) when needed.
  • Ensure the calibration system is effective - all inspection equipment is accurate, calibrated on a regular schedule, and traceable to National Institute of Science and Technology (NIST).
  • Oversee the Non-Conforming Material Control process to ensure continual compliance with the ISO 9001 standard and effective control to prevent non-conforming product from reaching the customer.
  • Support and hold accountable Department Supervisors with root cause analysis of non-conforming issues via the NCMR Follow-up process. 
  • Ensures proper maintenance of quality records in accordance with the QMS and ISO 9001.
  • Directly correspond with customers regarding resolution of quality related issues.  Ensure appropriate management are involved in decisions, and coordinate meeting, discussions or any other type of internal communication that needs to occur in order to determine appropriate actions are taken.  Include/cc appropriate sales personnel in all of the above communication so they are aware of the issues.
Document Control:
  • Ensure the following documentation, and the continual compliance with ISO 9001, ensure each gives clear instruction to uphold a high degree of quality standards within the QMS, and work with appropriate personnel to ensure buy-in.
    • QMS Manual
    • All Top Level Procedures
    • All inspection related, and Non-Conforming Material Control related, work instructions.
    • All work instructions affecting change control activities.
  • Monitor the completion of all Request for Revisions (RFR’s), including communicate of completion with requester.
  • Monitor the completion of all Request to Update Standard Routings (RSR’s), including communication of completion with requester.
  • Review all engineering dispositions given to non-conforming issues found during final inspection (UNDETERMINED process).  Consider disposition, question if needed, determine if Request for Deviation (RFD) is required, stamp each with the QA Manager REVIEWED stamp, and circle appropriate determination.
  • Complete and communicate Request for Deviation forms (RFD’s) with customers when applicable.
  • Review and approve/sign all Supplier Qualification Questionnaires.
  • Communicate all Vendor NCMR’s with Vendors, and work with vendors to ensure defects are not repeated.
Corrective and Preventive actions:
  • Coordinate all Corrective and Preventive actions per established procedure and related work instructions.
  • Ensure Corrective Action Reports (CAR’s) are issued for all non-conformances found during internal audits, and all warranties.
  • Monitor status of all open Corrective and Preventive actions, and keep the CAR & PAR Tracking Database updated to reflect statuses.
  • Conduct or coordinate audits of all CAR’s to ensure effectiveness in preventing future occurrences of stated non-conformance prior to closing.
  • Communicate CAR’s with PEM Leadership and Internal Auditors when assigning and closing. 
Customer Requirements / Quality Plans:
  • Participate in Contract Review meetings for all Category 3 contracts (typically customer PO’s), and prepare Quality Plans when special customer requirements exists.
  • Prepare or oversee development of Quality Plans for all Category 2 contract with special customer requirements.
  • Responsible for initiating, preparing and effectively communicating Quality Plans, to ensure all special customer requirements (requirements which go above and beyond PEM’s standard processes) are adhered to.
  • Ensure Quality Plans:
    • Include sections for all departments that need to perform a non-standard process to meet customer requirements.
    • Address all requirements (no matter how small) which wouldn’t normally happen if quality plan didn’t exist.
    • Have a section for Production Control to update routings when make-jobs will exist.
  • Communicate all Quality Plans via email with affected employees.
  • Work with employees to ensure requirements set forth in Quality Plans are understood.
Department Specific:
  • Schedule and conduct regular Team Meetings.
  • Determine training requirements.
  • Provide support for department's needs with upper management
  • Perform e-Sheet Review.
  • Have a system in place to monitor and evaluate performance and value of department productivity, and give feedback.
  • Be the departments voice to upper management.
  • Approve/deny all purchase request. 
  • Approved/deny time-off requests.
PEM Management Specific:
  • Communicate important policy / company information with QA Department personnel as needed.
  • Project development and/or continuous improvement:
    • Hold employees responsible for project development and/or continuous improvement activities.  This includes:
      1. Organizing meetings.
      2. Ensuring notes are accurate.
      3. Following up with employees to ensure completions of tasks.
  • Participate in regular leadership training.
