Human Resources (HR) Specialist

The City of Cedar Falls is seeking qualified candidates for a Human Resources (HR) Specialist. Candidates must have at least two years of increasingly responsible experience in human resource management or a related field. Candidates must also have knowledge in the laws, operations, services, and activities of comprehensive human resource management functions. Additionally, candidates must have a bachelor’s degree with major course work in human resources, business, public administration, organizational psychology or a related field. A Society for Human Resources Management-Certified Professional (SHRM-CP) certification is preferred. Duties may include but not be limited to performing a variety of technical and analytical work involved in the administration of the city's human resource management and legal services programs, including risk management/loss control, employee relations, civil service processes, job safety and related training, job classification, compensation, performance management, benefits, recruitment, and training systems of the city. The individual may also prepare job posting/testing announcements, review applicant materials for minimum qualifications, assist with preparing, scheduling, and assisting with the employee interview and preemployment screening process as needed; assist with the onboarding and termination of employees; process changes related to employee job classifications, pay rates, benefits, deductions and other changes necessary for payroll or personal record processing; coordinate personnel record keeping functions for the City and maintain the confidentiality of the records; respond to and resolve difficult and sensitive situations, inquiries, and complaints as necessary; administer aspects of workers’ compensation/Iowa Code Chapter 411 programs and general leaves of absences, including Family & Medical Leave Act (FMLA); review policies and procedures with city departments; make recommendations to revise policies; ensure compliance with all applicable laws and safety standards; Candidate may also serve as liaison to the Cedar Falls Human Rights Commission and/or Civil Service Commission, attending meetings and providing planning, operational, administrative and recordkeeping support; may act as the Americans with Disabilities Act (ADA) and Title VI Coordinator for the City; provide highly responsible technical and administrative assistance to the Human Resources Manager or other Finance and Business Operations Staff. Upon a conditional offer of employment, successful completion of a post-offer, pre-employment physical and drug screen will also be required. The current pay range is $28.583 – 46.454 per hour but expected to increase in July 2025 upon City Council approval. The expected employment offer will be in the $28.583 – 35.731 range, depending on qualifications.
